They pay for the first row of the skill tree. The tree can be reset, so none are wasted.
02How many Amber Chips raise the Sha-Chi gauge?+
In the 2025 demo, four. The Amber Chip card read: “Collect 4 chips to permanently expand your Sha-Chi gauge by 30%.” The final build spends Amber Shards on the skill tree instead, so check this at launch.
