Yes, according to launch-day guides. After her fight the people of the Mandate outpost and the Thieves' Camp turn Maskless and hostile, so finish A Healer's Mercy, give Yu'er the Flesh Lily and accept Secrets of the Baishan Sect from Lanlan first.

What does Bai Chilian drop?

Three things: the White Serpent & Crimson Viper dual blades (260 Damage, 110 Guard Break), the Resonance Talisman (+15% Sha-Chi) and the Broken Illusory Pipa, the key item behind the quest to rebuild the Chord's pipa. Soul then wakes in the Village of Lu, one day spent.

Who helps you against Bai Chilian?

In her second phase the Illusion of the Chord speaks up and helps mid-fight: "Fix the pipa", then "Help me... return to my mother".
